The dimensions shown are in mm, and for the cover and the booklet are given as exact sizes, 3mm bleed needs to be added to all sides. For the cover above,
Exact width is 272mm so add 3mm left & 3mm right to give a total image width of 278mm.
Bleed is the area that is guillotined and is there to ensure that no white edges are left showing.
